U.S. 15-Point Ceasefire Proposal - March 2026

On March 24, 2026, the United States presented Iran, using Pakistan as an intermediary, with a 15-point ceasefire proposal. The Iranians rejected the U.S. proposal and countered with their own 5-point plan.

Iran has dismissed an initial 15-point ceasefire proposal from the United States, according to the state-run Fars news agency. Iranian state television stated quoted an anonomous official as saying "Iran will end the war when it decides to do so and when its own conditions are met." The proposal had been received on Wednesday, March 25, 2026.

There are currently no U.S. documents that list all of the 15 points. Typically, in negotiations, the details don't emerge until later. Some details are purposely leaked to the media.

Elements of U.S. Ceasefire Proposal:

Sanctions relief tied to compliance milestones

Security guarantees

Restrictions on Iran's ballistic missile program (range and inventory)

Missiles only for self-defense

Civilian Nuclear Cooperation

Rollback or dismantling of Iran's enriched uranium stockpile

Limits on uranium enrichment capability

Pledge never to seek nuclear weapons

Decommission its underground sites (Fordow, Isfahan, and Natanz)

Monitoring and verification by the International Atomic Energy Agency (IAEA)

Civilian nuclear cooperation framework

Restrictions on Iran's Support for Armed Groups (Hezbollah, Houthis, Hamas, etc.)

Opening of shipping access through the Strait of Hormuz

Phased ceasefire and declare an end to war

Negotiations through other countries (Pakistan, Turkey, or Egypt)

Elements of Iranian Five-Point Plan

Halt to killing of Iranian officials

Measures to Ensure No Further Military Action Takes Place Against Iran

Reparations for the War

End of hostilities with Iran and its proxies

Iran's Sovereignty over the Strait of Hormuz
